Situation
The law whose application process is to be digitalized is completely new, so it is not possible to fall back on existing tools. Requirements can only be clearly defined during the project, and project management onboarding occurred in the realization phase.
Solution
Creation of project management plan and efficient project structure per HERMES 5.1. Sprint workshops to develop user requirements for the digital application process, subsequent requirements engineering including system design, and testing after each development iteration. Training preparation for the newly established commission.
Impact
Creation of the basis for the digital application process from submission to review to approval/rejection. Efficient application of the HERMES 5.1 project management framework. Individual needs of relevant stakeholders considered.
